Military Permit to Fly (MPtF)

A Military Permit to Fly (MPtF) is issued for an individual aircraft that does not meet, or has not been shown to meet, applicable airworthiness requirements, but is nevertheless capable of safe flight under specified conditions and limitations.

The Military Permit to Fly is issued by the HNMAA on the basis of article 3 of the Presidential Decree 85/2020 (Government Gazette A’198).

Indicative cases for which a Military Permit to Fly is required are:

  • The development of an aeronautical product (e.g. testing of a new aeronautical product and systems).
  • The demonstration of compliance of an aircraft with airworthiness requirements.
  • The testing of a new aircraft from the manufacturer’s production line.
  • The implementation of a major change to an aeronautical product which results in significant changes to mass, centre of gravity, structural strength, reliability, operational characteristics or other characteristics affecting its airworthiness.
  • The flight for customer acceptance of the aircraft (e.g. prior to the sale or registration of the aircraft).
  • The flight for the delivery or export of an aircraft to another user (e.g. before the aircraft is registered in the country in which a certificate of airworthiness will be issued).
  • • A ferry flight of an aircraft to an area, where maintenance and verification checks for the renewal of the Certificate of Airworthiness or maintenance work (e.g. inspections, replacement of limited service / life materials, implementation of technical modification directive, implementation of airworthiness directive) is to be carried out, where the time limit for the execution of such work has expired, if it cannot be carried out in the area where the aircraft is located.
  • A ferry flight of an aircraft to an area, where repair work is to be performed on equipment not on the Master Minimum Equipment List (MMEL) or repair work on an aircraft damaged beyond the permitted limits.

Procedure for the issuance of a Military Permit to Fly

The steps to be followed to issue a permit to fly are summarised as follows:

  • Determination of the necessity – requirement to issue a permit to fly.
  • Formulation of the flight conditions and collection of justification material.
  • Submission of application for approval of the flight conditions.
  • Assessment and approval of the flight conditions.
  • Submission of an application for a permit to fly.
  • Assessment – approval of permit to fly.
