Transition Stage

The HNMAA aims at a smooth and gradual transition from the current airworthiness framework for military aeronautical products (as defined by each Branch of the Hellenic Armed Forces for its aircraft), to the new regulatory framework, which will be established by the Hellenic Military Airworthiness Regulations (ELMARs).

For the creation of the new regulatory framework, the necessary institutional documents (ELMARs, Acceptable Means of Compliance and Guidance Material, Airworthiness Bulletins, Airworthiness Directives, Decisions, Circulars, etc.) are gradually being prepared and released. Where required, consultation with the competent bodies of the Hellenic Armed Forces and the professional associations of the domestic defence aerospace industry is applied. One of the main objectives of the consultation is to collect comments and suggestions for improvements to the arrangements, as well as information and proposals – recommendations on the required transitional provisions, which, once processed and approved, will be included in the ELMARs and the timetable for the implementation of their provisions.

The development and publication of the ELMARs, as well as of the other regulatory framework, is included in the HNMAA Operational Plan 2024-2026.

In particular, the transitional phase of the ELMARs implementation is based on:

a. The transitional provisions of article 25 of the Presidential Decree 85/2020 (Government Gazette A’198), according to which the following are defined:

  • For products (aircraft, engines, propellers) and the components installed on them, that are owned or operated by the Hellenic Armed Forces before the ELMARs take effect, the existing certificates are accepted.
  • Compliance of design, production and maintenance organisations of military aeronautical products, parts and appliances of the Hellenic Armed Forces, as well as training organisations for maintenance staff, shall be completed within three (3) years from the publication of the relevant ELMAR.
  • Staff already authorised by the Hellenic Armed Forces to maintain military aircraft and other military aeronautical products, parts and appliances prior to the entry into force of the relevant ELMAR, shall be exempted from the requirement to hold maintenance licences. The Authority will establish specific requirements and procedures for the licensing of that staff.

b. The proposals – recommendations submitted by the stakeholders during the consultation of the ELMARs.
